Datos: Mosaico de 16 imagenes de Sentinel-2\/ESA, julio 2017<\/div><\/div>\n<p>En diciembre del 2017, el Congreso peruano aprob\u00f3 un proyecto de ley (#1123) que declara de inter\u00e9s nacional la construcci\u00f3n de <strong>carreteras en zonas de frontera<\/strong> en la regi\u00f3n Ucayali.<\/p>\n<p>Una de las principales propuestas al respecto es la construcci\u00f3n de la<strong>\u00a0carretera Puerto Esperanza-I\u00f1apari <\/strong>(277 km), a lo largo de la frontera\u00a0con Brasil, en las regiones Ucayali y Madre de Dios. La\u00a0<strong>Imagen 76a<\/strong>\u00a0muestra la propuesta ruta en relaci\u00f3n a un mosaico de im\u00e1genes satelitales tomadas el pasado julio, e ilustra\u00a0cu\u00e1n remota e intacta es esta \u00e1rea.<\/p>\n<p>El Ministerio de Cultura, y organizaciones ind\u00edgenas (como la Federaci\u00f3n Nativa del R\u00edo Madre de Dios y Afluentes &#8211; FENAMAD), han advertido que la carretera generar\u00eda un fuerte impacto en los <strong>pueblos ind\u00edgenas en aislamiento<\/strong>\u00a0que habitan en\u00a0esta remota zona. El Ministerio de Ambiente y el Servicio Nacional de \u00c1reas Naturales Protegidas por el Estado (SERNANP)\u00a0<a href=\"http:\/\/www.actualidadambiental.pe\/?p=47747\">han advertido<\/a>\u00a0sobre los impactos a las \u00e1reas naturales protegidas, y sobre todo a sus valores de conservaci\u00f3n, establecidos en uno de los mayores bloques de conservaci\u00f3n del mundo.*<\/p>\n<p><em>En este informe<\/em>, adicionamos nueva informaci\u00f3n que complementa la evaluaci\u00f3n de posibles impactos, calculando cuanto\u00a0<strong>bosque primario<\/strong> estar\u00eda siendo amenazado como consecuencia de la construcci\u00f3n de la carretera. Encontramos que\u00a0al construirse la carretera, alrededor de <strong>275,000 hect\u00e1reas<\/strong>\u00a0(275 mil) de bosque primario\u00a0estar\u00edan en riesgo, incluso zonas\u00a0con indicios de presencia de pueblos ind\u00edgenas en aislamiento.<\/p>\n<div class=\"fitem-sep\"><\/div>\n<h3><strong>Bosque Primario<\/strong><\/h3>\n<div id=\"attachment_6751\" class=\"thumbnail alignright\"><a href=\"https:\/\/www.maapprogram.org\/wp-content\/uploads\/2017\/12\/MAAP_Via_AltoPurus_BP_1a_v5..jpg\"><img decoding=\"async\" class=\"wp-image-6751\" src=\"https:\/\/www.maapprogram.org\/wp-content\/uploads\/2017\/12\/MAAP_Via_AltoPurus_BP_1a_v5..jpg\" alt=\"\" width=\"730\" height=\"502\" \/><\/a><div class=\"caption\">Imagen 76b. Estos datos son generados mediante el an\u00e1lisis de im\u00e1genes satelitales (ver la secci\u00f3n <strong>Metodolog\u00eda<\/strong> para m\u00e1s detalles). <strong>Definimos bosque primario<\/strong>\u00a0las \u00e1reas con cobertura forestal identificada desde los primeros datos\/im\u00e1genes\u00a0disponibles a partir del a\u00f1o 1990.<\/p>\n<p>La <strong>Imagen 76b<\/strong> muestra los resultados,\u00a0resaltando que\u00a0la <strong>propuesta<\/strong> <strong>ruta de 277 km<\/strong>:<\/p>\n<ul>\n<li>Cruzar\u00eda\u00a0en su totalidad\u00a0<strong>bosque primario<\/strong> (<span style=\"color: #339966;\"><strong>verde oscuro<\/strong><\/span>). N\u00f3tese la proliferaci\u00f3n de carreteras forestales en los \u00faltimos a\u00f1os alrededor de I\u00f1apari (l\u00edneas <strong>rojas<\/strong>).<\/li>\n<li>Atravesar\u00eda\u00a0<strong>3 \u00e1reas cr\u00edticas<\/strong> para los pueblos ind\u00edgenas en aislamiento y la biodiversidad: Reserva Territorial Madre de Dios, Parque Nacional Pur\u00fas, y Reserva Comunal Pur\u00fas.<\/li>\n<\/ul>\n<p style=\"background: white; margin: 0in 0in 15.0pt 0in;\">Es adem\u00e1s interesante observar que la mayor\u00eda de la ruta (y sus impactos) se ubican en la regi\u00f3n Madre de Dios, y no en la regi\u00f3n Ucayali. Tambi\u00e9n cabe mencionar que el bosque primario se extiende hacia Brasil.<\/p>\n<div class=\"fitem-sep\"><\/div>\n<h3><strong>Bosque Primario en Riesgo<\/strong><\/h3>\n<div id=\"attachment_6752\" class=\"thumbnail alignright\"><a href=\"https:\/\/www.maapprogram.org\/wp-content\/uploads\/2017\/12\/MAAP_Via_AltoPurus_BP_2a_v4.jpg\"><img decoding=\"async\" class=\"wp-image-6752\" src=\"https:\/\/www.maapprogram.org\/wp-content\/uploads\/2017\/12\/MAAP_Via_AltoPurus_BP_2a_v4.jpg\" alt=\"\" width=\"717\" height=\"493\" \/><\/a><div class=\"caption\">Imagen 76c. GLCF\/GSFC 2014, Hansen\/UMD\/Google\/USGS\/NASA, UMD\/GLAD, PNCB\/MINAM, UAC\/ProPur\u00fas<\/div><\/div>\n<p>La<strong> carretera Interoce\u00e1nica<\/strong>, la principal carretera existente de la zona, ha experimentado un fuerte impacto de deforestaci\u00f3n (asociada a riesgos de incendios forestaes) dentro de los\u00a0<strong>5 km<\/strong>** a lo largo de la extensi\u00f3n de su ruta (<strong>Imagen 76c<\/strong>).<\/p>\n<p>Usando ese estimado de rango de impacto (10 km),\u00a0calculamos que por lo menos<strong> 274,727 hect\u00e1rea<\/strong>s de bosque primario\u00a0estar\u00edan en riesgo si este proyecto de carretera\u00a0se concretara.<\/p>\n<div class=\"fitem-sep\"><\/div>\n<h3><strong>Notas\u00a0<\/strong><\/h3>\n<p>* Seg\u00fan el SERNANP, cabe indicar que el proyecto de ley 1123 no es coherente con la Ley 30574, promulgada el 06 de junio del 2017, que declara de necesidad p\u00fablica y de preferente inter\u00e9s nacional el desarrollo sostenible de la provincia de Purus, priorizando su conectividad multimodal y bajo el irrestricto respeto de las \u00e1reas protegidas y de los pueblos ind\u00edgenas que las habitan.<\/p>\n<p>** Estimamos\u00a0que aproximadamente el 80% de la p\u00e9rdida forestal se ha producido en el radio de 5\u00a0km en ambos lados de la carretera Interoce\u00e1nica.<\/p>\n<div class=\"fitem-sep\"><\/div>\n<h3><strong>Metodolog\u00eda<\/strong><\/h3>\n<p>Para generar nuestra capa de\u00a0<strong>bosque primario<\/strong>,\u00a0combinamos\u00a03\u00a0fuentes de datos, todos generados\u00a0a partir\u00a0de im\u00e1genes satelitales. Primero, usamos datos del\u00a0Global Land Cover Facility (2014), la cual considera como l\u00ednea base de cobertura forestal\u00a0el a\u00f1o 1990; lo mismo para\u00a0substraer cambios de cobertura entre 1990 y 2000.\u00a0 Luego restamos las p\u00e9rdidas de bosque entre los a\u00f1os 2001 \u2013 2016, identificados en los datos del Programa Nacional de Conservaci\u00f3n de Bosques (PNBC-MINAM), as\u00ed como la informaci\u00f3n generada por\u00a0Hansen\/UMD\/Google\/USGS\/NASA (Hansen et al 2013),\u00a0y las alertas GLAD y del PNBC para el a\u00f1o 2017.\u00a0Como resultado, esta metodolog\u00eda, define como bosque primario un \u00e1rea con cobertura forestal identificadas en las primeras im\u00e1genes satelitales disponibles desde el a\u00f1o 1990 y sin indicios de p\u00e9rdida hasta el a\u00f1o 2017.<\/p>\n<p>Global Land Cover Facility (GLCF) and Goddard Space Flight Center (GSFC). 2014.
