Foto obtida do monitoramento comunit\u00e1rio da Nacionalidade Waorani do Equador.<\/span><\/i><\/div><\/div>\n<p><span style=\"font-weight: 400;\">Analisamos um <\/span><b>novo projeto rodovi\u00e1rio<\/b><span style=\"font-weight: 400;\"> que adentra o setor ocidental do <\/span><b>Territ\u00f3rio Ind\u00edgena Waorani<\/b><span style=\"font-weight: 400;\"> , localizado no cora\u00e7\u00e3o da <\/span><b>Amaz\u00f4nia equatoriana<\/b><span style=\"font-weight: 400;\"> (ver Mapa Base, abaixo).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">O projeto, denominado \u201cConstru\u00e7\u00e3o da Estrada Arajuno-Nushi\u00f1o-Ishpingo-To\u00f1ampade\u201d, foi concebido em resposta \u00e0s necessidades de mobilidade de oito comunidades Waorani na \u00e1rea, incluindo To\u00f1ampade, a comunidade mais populosa do territ\u00f3rio.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Esta estrada atravessaria <\/span><b>42 quil\u00f4metros<\/b><span style=\"font-weight: 400;\"> de floresta prim\u00e1ria do Rio Nushi\u00f1o at\u00e9 a comunidade de To\u00f1ampade. Portanto, h\u00e1 grande potencial para abrir novas frentes de desmatamento ao longo da rota.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Este projeto rodovi\u00e1rio foi gerenciado, aprovado e promovido pela <\/span><b>Nacionalidade Waorani do Equador (NAWE)<\/b><span style=\"font-weight: 400;\"> e sua constru\u00e7\u00e3o \u00e9 liderada pelo Governo Provincial de Pastaza.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">O Estudo de Impacto Ambiental e Plano de Gest\u00e3o desta estrada foi elaborado em 2016 e aprovado em 2018 e menciona a import\u00e2ncia de proteger a biodiversidade da \u00e1rea e a import\u00e2ncia cultural das florestas amaz\u00f4nicas no Territ\u00f3rio Waorani.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Em mar\u00e7o de 2023, a <\/span><b>Organiza\u00e7\u00e3o Waorani de Pastaza (OWAP)<\/b><span style=\"font-weight: 400;\"> apresentou uma reclama\u00e7\u00e3o ao Minist\u00e9rio do Meio Ambiente, na qual solicitou a suspens\u00e3o da constru\u00e7\u00e3o da estrada at\u00e9 que a prote\u00e7\u00e3o dos ecossistemas fosse garantida.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Em julho, uma assembleia convocada pela NAWE foi realizada para discutir o projeto da estrada, na qual um consenso foi buscado com a OWAP para reiniciar a constru\u00e7\u00e3o. O <\/span><b>acordo<\/b><span style=\"font-weight: 400;\"> foi obtido de que ambas as entidades Waorani e as comunidades de Pastaza fornecer\u00e3o monitoramento e controle para que as especifica\u00e7\u00f5es t\u00e9cnicas do Estudo de Impacto Ambiental e Plano de Gest\u00e3o sejam atendidas.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">O <\/span><b>objetivo deste relat\u00f3rio<\/b><span style=\"font-weight: 400;\"> \u00e9 analisar o estado atual da estrada, com foco no desmatamento causado pela constru\u00e7\u00e3o (ver Imagem 1), e as a\u00e7\u00f5es realizadas pelas organiza\u00e7\u00f5es Waorani para monitorar o projeto.<\/span><\/p>\n<div class=\"fitem-sep\"><\/div>\n<h3><b>Mapa Base do Projeto Rodovi\u00e1rio<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">O <\/span><b>Mapa Base<\/b><span style=\"font-weight: 400;\"> mostra a localiza\u00e7\u00e3o do projeto \u201cConstru\u00e7\u00e3o da Estrada Arajuno-Nushi\u00f1o-Ishpingo-To\u00f1ampade\u201d, localizado no cora\u00e7\u00e3o da Amaz\u00f4nia equatoriana.<\/span><\/p>\n<div id=\"attachment_12181\" class=\"thumbnail aligncenter\"><a href=\"https:\/\/www.maapprogram.org\/wp-content\/uploads\/2024\/04\/maaproject.org-maap-204-new-road-construction-in-waorani-indigenous-territory-ecuadorian-amazon-UBICACION-GENERAL-EN.jpg\"><img decoding=\"async\" class=\"wp-image-12181 \" src=\"https:\/\/www.maapprogram.org\/wp-content\/uploads\/2024\/04\/maaproject.org-maap-204-new-road-construction-in-waorani-indigenous-territory-ecuadorian-amazon-UBICACION-GENERAL-EN.jpg\" alt=\"\" width=\"935\" height=\"662\" \/><\/a><div class=\"caption\"><i><span style=\"font-weight: 400;\">Mapa Base. \u00c1rea de monitoramento por sat\u00e9lite Nushi\u00f1o-To\u00f1ampade. Dados: Planet-NICFI, EcoCiencia.<\/span><\/i><\/div><\/div>\n<div class=\"fitem-sep\"><\/div>\n<h3><b>Constru\u00e7\u00e3o de estrada<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Para documentar o estado atual da estrada, analisamos imagens de sat\u00e9lite de setembro de 2021 a janeiro de 2024. Encontramos um total de <\/span><b>15,8 quil\u00f4metros<\/b><span style=\"font-weight: 400;\"> de constru\u00e7\u00e3o (veja a Imagem 2).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Em setembro de 2021, foi realizada a constru\u00e7\u00e3o do trecho rodovi\u00e1rio em dire\u00e7\u00e3o \u00e0 comunidade de Obepade, estendendo a estrada constru\u00edda anteriormente a partir de Arajuno (linha branca), com um novo acr\u00e9scimo de 2,1 quil\u00f4metros (linha amarela).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">De julho de 2022 a julho de 2023, a constru\u00e7\u00e3o foi realizada a partir do Rio Nunshi\u00f1o, atingindo um total de <\/span><b>13,7 km em dire\u00e7\u00e3o a To\u00f1ampade<\/b><span style=\"font-weight: 400;\"> (linhas laranja e vermelha). N\u00e3o h\u00e1 evid\u00eancias de novas constru\u00e7\u00f5es desde julho de 2023, provavelmente devido \u00e0 reclama\u00e7\u00e3o acima mencionada do OWAP.<\/span><\/p>\n<h3><span style=\"font-weight: 400;\">Portanto, o <\/span><b>projeto ainda precisa construir 28,3 km<\/b><span style=\"font-weight: 400;\"> atrav\u00e9s de floresta prim\u00e1ria para chegar a To\u00f1ampade.<\/span><\/h3>\n<div id=\"attachment_12182\" class=\"thumbnail aligncenter\"><a href=\"https:\/\/www.maapprogram.org\/wp-content\/uploads\/2024\/04\/maaproject.org-maap-204-new-road-construction-in-waorani-indigenous-territory-ecuadorian-amazon-CASO-GENERAL-V7-EN.jpg\"><img decoding=\"async\" class=\"wp-image-12182 \" src=\"https:\/\/www.maapprogram.org\/wp-content\/uploads\/2024\/04\/maaproject.org-maap-204-new-road-construction-in-waorani-indigenous-territory-ecuadorian-amazon-CASO-GENERAL-V7-EN.jpg\" alt=\"\" width=\"935\" height=\"661\" \/><\/a><div class=\"caption\"><i><span style=\"font-weight: 400;\">Imagem 2. Veja a localiza\u00e7\u00e3o desses dois casos na Imagem 2.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">No primeiro caso, uma \u00e1rea de 0,54 hectares foi desmatada como consequ\u00eancia da constru\u00e7\u00e3o da estrada (Imagem 3).
