Dados: ACA\/MAAP, CINCIA.<\/span><\/i><\/div><\/div>\n<p><b>A minera\u00e7\u00e3o de ouro<\/b><span style=\"font-weight: 400;\"> continua sendo uma das principais causas do desmatamento na <\/span><b>Amaz\u00f4nia sul peruana<\/b><span style=\"font-weight: 400;\"> , especialmente na regi\u00e3o de Madre de Dios.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Aqui, fornecemos uma vis\u00e3o abrangente do desmatamento mais recente (2021-2022) relacionado \u00e0 minera\u00e7\u00e3o de ouro na \u00e1rea, combinando dois tipos importantes de dados pela primeira vez:<\/span><\/p>\n<ol>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Desmatamento <\/span><b>dentro do Corredor de Minera\u00e7\u00e3o<\/b><span style=\"font-weight: 400;\"> , uma grande \u00e1rea delimitada pelo governo peruano para organizar e promover a minera\u00e7\u00e3o. A atividade de minera\u00e7\u00e3o neste corredor, oficialmente conhecida como \u201cZona de Minera\u00e7\u00e3o Artesanal e de Pequena Escala no departamento de Madre de Dios\u201d, pode ser formal, informal ou ilegal. <\/span><span style=\"font-weight: 400;\">1<\/span><span style=\"font-weight: 400;\">\n<p><\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Desmatamento <\/span><b>fora do Corredor de Minera\u00e7\u00e3o<\/b><span style=\"font-weight: 400;\"> , que representa nossa <\/span><b>estimativa de minera\u00e7\u00e3o ilegal<\/b><span style=\"font-weight: 400;\"> . De acordo com os regulamentos atuais (Decreto Legislativo n\u00ba 1336), a minera\u00e7\u00e3o ilegal ocorre em uma ou mais categorias territoriais, como \u00e1reas naturais protegidas, reservas ind\u00edgenas e corpos d&#8217;\u00e1gua naturais (como lagos ou rios). Portanto, para este relat\u00f3rio, a presen\u00e7a de desmatamento relacionado \u00e0 minera\u00e7\u00e3o em \u00e1reas naturais protegidas e suas zonas de amortecimento, bem como comunidades ind\u00edgenas, \u00e9 considerada um indicador de ilegalidade. No entanto, \u00e9 importante reconhecer a possibilidade de que algumas dessas descobertas possam ser cobertas pelos regulamentos atuais sobre formaliza\u00e7\u00e3o da minera\u00e7\u00e3o. <\/span><span style=\"font-weight: 400;\">2<\/span><span style=\"font-weight: 400;\"> Portanto, \u00e9 recomend\u00e1vel considerar as descobertas de desmatamento ilegal como referenciais.<\/span><\/li>\n<\/ol>\n<p><span style=\"font-weight: 400;\">Essas duas \u00e1reas de estudo cobrem um total de 1,38 milh\u00e3o de hectares e incluem todas as \u00e1reas de minera\u00e7\u00e3o detectadas no sul da Amaz\u00f4nia peruana.<\/span><\/p>\n<div class=\"fitem-sep\"><\/div>\n<p><span style=\"font-weight: 400;\">Destacamos v\u00e1rias <\/span><b>descobertas importantes<\/b><span style=\"font-weight: 400;\"> (ver Mapa Base e Tabela 1):<\/span><\/p>\n<ul>\n<li>\n<div id=\"attachment_11800\" class=\"thumbnail alignright\"><a href=\"https:\/\/www.maapprogram.org\/wp-content\/uploads\/2023\/06\/maaproject.org-maap-185-gold-mining-deforestation-in-the-southern-peruvian-amazon-2021-2022-update-Deforestation-by-category-2021-22-Eng.jpg\"><img decoding=\"async\" class=\"wp-image-11800 \" src=\"https:\/\/www.maapprogram.org\/wp-content\/uploads\/2023\/06\/maaproject.org-maap-185-gold-mining-deforestation-in-the-southern-peruvian-amazon-2021-2022-update-Deforestation-by-category-2021-22-Eng-930x527.jpg\" alt=\"\" width=\"700\" height=\"397\" \/><\/a><div class=\"caption\"><i><span style=\"font-weight: 400;\">Tabela 1. Dados: ACA\/MAAP.<\/span><\/i><\/div><\/div>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Estimamos um desmatamento total de <\/span><b>18.421 hectares<\/b><span style=\"font-weight: 400;\"> (45.520 acres) devido \u00e0 minera\u00e7\u00e3o de ouro na Amaz\u00f4nia sul peruana nos \u00faltimos dois anos (2021-2022)<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">j<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Deste total, a maior parte do desmatamento relacionado \u00e0 minera\u00e7\u00e3o ( <\/span><b>76,6%<\/b><span style=\"font-weight: 400;\"> , ou 14.117 hectares) ocorreu dentro do <\/span><b>Corredor de <\/b><span style=\"font-weight: 400;\">Minera\u00e7\u00e3o<\/span><span style=\"font-weight: 400;\"> .<\/span><span style=\"font-weight: 400;\">\n<p><\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">O restante do desmatamento ( <\/span><b>23,4%<\/b><span style=\"font-weight: 400;\"> , ou 4.304 hectares) ocorreu <\/span><b>fora do Corredor de Minera\u00e7\u00e3o<\/b><span style=\"font-weight: 400;\"> . Desmembrando esse percentual, 15% s\u00e3o encontrados em <\/span><b>comunidades ind\u00edgenas<\/b><span style=\"font-weight: 400;\"> , 4,8% em <\/span><b>zonas de amortecimento de \u00e1reas naturais protegidas<\/b><span style=\"font-weight: 400;\"> , 0,8% em <\/span><b>concess\u00f5es florestais<\/b><span style=\"font-weight: 400;\"> e 2,8% em \u00e1reas n\u00e3o zoneadas.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Al\u00e9m disso, descobrimos que a minera\u00e7\u00e3o dentro de <\/span><b>\u00e1reas naturais protegidas<\/b><span style=\"font-weight: 400;\"> , como a Reserva Nacional de Tambopata e a Reserva Comunit\u00e1ria de Amarakaeri, tem sido efetivamente controlada pelo governo peruano por meio do Servi\u00e7o Nacional de \u00c1reas Naturais Protegidas (SERNANP).<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">j<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">\u00c9 importante destacar que a minera\u00e7\u00e3o foi interrompida no n\u00facleo de <\/span><b>La Pampa<\/b><span style=\"font-weight: 400;\"> (a zona mais cr\u00edtica durante os anos de 2014-2018) ap\u00f3s <\/span><b>a Opera\u00e7\u00e3o Merc\u00fario<\/b><span style=\"font-weight: 400;\"> no in\u00edcio de 2019 e o subsequente Plano de Restaura\u00e7\u00e3o em 2021.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">j<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Em compara\u00e7\u00e3o com os anos anteriores \u00e0 Opera\u00e7\u00e3o Merc\u00fario (2017-2018), houve uma redu\u00e7\u00e3o aproximada de 4,5% (866 hectares) no desmatamento relacionado \u00e0 minera\u00e7\u00e3o. Desmembrando isso, 15% (2.769 hectares) ocorreram dentro de territ\u00f3rios ind\u00edgenas, 4,8% (876 hectares) em zonas de amortecimento de \u00e1reas protegidas, 0,8% (141 hectares) em concess\u00f5es florestais (para castanha-do-brasil) e 2,8% (517 hectares) em \u00e1reas n\u00e3o zoneadas durante os \u00faltimos dois anos.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Em rela\u00e7\u00e3o \u00e0s <\/span><b>comunidades ind\u00edgenas<\/b><span style=\"font-weight: 400;\"> , as mais afetadas foram Barranco Chico (816 hectares) e San Jos\u00e9 de Karene (602 hectares), seguidas por Tres Islas (482 hectares), San Jacinto (177 hectares), Kotsimba (174 hectares), Puerto Luz (171 hectares), Boca Inambari (140 hectares), Shiringayoc (126 hectares), Arazaire (57 hectares) e El Pilar (23 hectares).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Em rela\u00e7\u00e3o \u00e0s <\/span><b>zonas de amortecimento das \u00e1reas protegidas<\/b><span style=\"font-weight: 400;\"> , as mais afetadas foram as zonas de amortecimento da Reserva Nacional de Tambopata, do Parque Nacional Bahuaja Sonene e da Reserva Comunal de Amarakaeri. Por outro lado, descobriu-se que a minera\u00e7\u00e3o dentro das \u00e1reas protegidas reais, como a Reserva Nacional de Tambopata e a Reserva Comunal de Amarakaeri, foi efetivamente controlada pelo governo peruano por meio do Servi\u00e7o Nacional de \u00c1reas Naturais Protegidas (SERNANP).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Em rela\u00e7\u00e3o \u00e0s <\/span><b>concess\u00f5es florestais<\/b><span style=\"font-weight: 400;\"> , o desmatamento devido \u00e0 minera\u00e7\u00e3o foi identificado em 141 hectares dentro das concess\u00f5es de castanha-do-brasil nas bacias dos rios Pariamanu e Pariamarca.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A seguir, continuamos com uma s\u00e9rie de zooms mostrando alguns exemplos emblem\u00e1ticos de desmatamento recente devido \u00e0 minera\u00e7\u00e3o nas seguintes \u00e1reas proibidas: comunidades ind\u00edgenas (Barranco Chico, <\/span><b>Imagem D<\/b><span style=\"font-weight: 400;\"> ), zona de amortecimento do Parque Nacional Bahuaja Sonene (Chaspa, <\/span><b>Imagem E<\/b><span style=\"font-weight: 400;\"> ) e concess\u00f5es de castanha-do-brasil (Pariamanu, <\/span><b>Imagem F<\/b><span style=\"font-weight: 400;\"> ).<\/span><\/p>\n<h3><span style=\"font-weight: 400;\">Tamb\u00e9m apresentamos uma \u00e1rea importante na zona de amortecimento da Reserva Nacional de Tambopata conhecida como <\/span><b>La Pampa<\/b><span style=\"font-weight: 400;\"> ( <\/span><b>Imagem G<\/b><span style=\"font-weight: 400;\"> ). La Pampa foi o epicentro do desmatamento destrutivo devido \u00e0 minera\u00e7\u00e3o de ouro entre 2014 e 2018. Dados: ACA\/MAAP, CINCIA.<\/span><\/i><\/div><\/div>\n<div class=\"fitem-sep\"><\/div>\n<h3><b>Notas<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">1<\/span><span style=\"font-weight: 400;\"> O Corredor Mineiro, designado pelo Decreto Legislativo n.\u00ba 1100 como \u201cZona de minera\u00e7\u00e3o de pequena escala e artesanal do departamento de Madre de Dios\u201d, classifica as atividades de minera\u00e7\u00e3o da seguinte forma:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Formal: Processo de formaliza\u00e7\u00e3o conclu\u00eddo com licen\u00e7as ambientais e operacionais aprovadas.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Informal: Em processo de formaliza\u00e7\u00e3o; Opera apenas em \u00e1reas de extra\u00e7\u00e3o autorizadas, utiliza maquin\u00e1rio permitido e \u00e9 considerado uma infra\u00e7\u00e3o administrativa, n\u00e3o um crime.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Ilegal: Opera em \u00e1reas proibidas, como corpos d&#8217;\u00e1gua (por exemplo, rios ou lagos), usa maquin\u00e1rio proibido, \u00e9 considerado uma infra\u00e7\u00e3o criminal e \u00e9 pun\u00edvel com pris\u00e3o.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">2<\/span><span style=\"font-weight: 400;\"> Devido \u00e0 possibilidade de que essas atividades possam ser opera\u00e7\u00f5es existentes antes da declara\u00e7\u00e3o de \u00c1reas Naturais Protegidas e suas zonas de amortecimento.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">3<\/span><span style=\"font-weight: 400;\"> Os dados de 2017-2018 foram obtidos do Centro de Inova\u00e7\u00e3o Cient\u00edfica da Amaz\u00f4nia \u2013 CINCIA.<\/span><\/p>\n<div class=\"fitem-sep\"><\/div>\n<h3><b>Metodologia<\/b><\/h3>\n<p><i><span style=\"font-weight: 400;\">Corredor de Minera\u00e7\u00e3o<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400;\">Utilizamos o LandTrendR, um algoritmo de segmenta\u00e7\u00e3o temporal que identifica mudan\u00e7as nos valores de pixels ao longo do tempo, para detectar perdas florestais dentro do Corredor de Minera\u00e7\u00e3o em 2021 e 2022 usando a plataforma Google Earth Engine. \u00c9 importante notar que este m\u00e9todo foi originalmente projetado para imagens Landsat com resolu\u00e7\u00e3o moderada (30 metros) <\/span><span style=\"font-weight: 400;\">1<\/span><span style=\"font-weight: 400;\"> , mas o adaptamos para mosaicos mensais NICFI-Planet de maior resolu\u00e7\u00e3o espacial (4,7 metros). <\/span><span style=\"font-weight: 400;\">2<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Al\u00e9m disso, criamos uma linha de base para o per\u00edodo de 2016-2020 para eliminar \u00e1reas antigas desmatadas (antes de 2021) devido a mudan\u00e7as r\u00e1pidas no processo de regenera\u00e7\u00e3o natural.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Por fim, separamos manualmente a perda florestal devido \u00e0 minera\u00e7\u00e3o e outras causas em 2021 e 2022 para relatar especificamente os impactos diretos relacionados \u00e0 minera\u00e7\u00e3o. Para esta parte da an\u00e1lise, usamos v\u00e1rios recursos para auxiliar o processo manual, como alertas de imagem de radar (RAMI) do programa SERVIR Amaz\u00f4nia, dados hist\u00f3ricos do CINCIA de 1985 a 2020, dados de perda florestal do governo peruano (Programa Nacional de Conserva\u00e7\u00e3o Florestal para Mitiga\u00e7\u00e3o das Mudan\u00e7as Clim\u00e1ticas) e da Universidade de Maryland.<\/span><\/p>\n<ol>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Kennedy, RE, Yang, Z., Gorelick, N., Braaten, J., Cavalcante, L., Cohen, WB, Healey, S. Sensoriamento Remoto. 10, 691.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">\u00a0Erik Lindquist, FAO, 2021<\/span><\/li>\n<\/ol>\n<p><i><span style=\"font-weight: 400;\">Fora do Corredor de Minera\u00e7\u00e3o<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400;\">Esses locais foram identificados como as principais frentes ativas de desmatamento devido \u00e0 minera\u00e7\u00e3o de ouro, com base em dados hist\u00f3ricos do Centro de Inova\u00e7\u00e3o Cient\u00edfica da Amaz\u00f4nia \u2013 CINCIA e alertas autom\u00e1ticos de perda florestal gerados tanto pela Universidade de Maryland (alertas GLAD) quanto pela plataforma do governo peruano (PNCBMCC-Geobosques).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A an\u00e1lise combina o m\u00e9todo LandTrendr (descrito anteriormente) com uma interpreta\u00e7\u00e3o fotogr\u00e1fica baseada em imagens de sat\u00e9lite de alta resolu\u00e7\u00e3o do Planet (3 metros). Em cada um dos locais, detectamos, identificamos e analisamos o desmatamento devido \u00e0 minera\u00e7\u00e3o de ouro entre 2021 e 2022.
